Tried installing the latest Adobe Flash Player again and same problem. Those holes generally become well-known at some point after the patch is released and occasionally well-documented. Uninstalling the patch leaves your PC vulnerable to those Flash problems. It started after I upgraded to the latest Flash Player 10.3.183.7 via the official Adobe website.

After all of that it reboots fine now and I can use my HP printer.

I have not observed any negative effects from not updating Flash Player. Flash Player works without a hitch, as for HP Solution Center I really don't use it.
